Cut plane sector
 
How to cut a sector of a plane in Fluent for results? Like quadrant or 30 degree sector of circular plane?

Under the Postprocessing tab in Fluent, in the Surface section (on the left), click create and isosurface. here you can create a surface of iso value of certain property. in your case the property should be mesh x,y, or z to create the plane cut. than you can create a transformed surface from the surface you have just created and rotate it to the angle of interest.

After I make such iso surface plane, can I calculate area weighted average of a property?

you can, but it might not be what you want, look at a contour plot on that surface to see if it looks like you expected, make sure it make sense.
Also, when you make the iso-surface, you can create it from one or more cellzone, or from the whole domain, if that helps.
