Default Dynamic mesh Remeshing

hello Dear

I want to move a boundary of a cylinder as you can see in the 1st picture.

I use Remeshing and Smoothing method to control inside cells. But after the movement of the boundary in (r) direction, the center of the cylinder opens and remeshing doesn't work there.

so how can I control the movement of mesh in this problem?

Can I use Dynamic layering?
