Moving tank in the water?

Hi,
I need help to simulate a situation where a tank (partially filled with some liquid) is surrounded by water. Basically, I need to evaluate the effect of external movement of water on the internal liquid. I was thinking to use a sloshing-type setup to create waves in the external water (by UDF), but honestly I do not know if these waves will then influence also the movement of the fluid in the tank. But, also important, I ignore how to set a random movement for the tank (it is moved by waves because basically it's not anchored to anything)... maybe I should create a UDF for moving-walls boundary condition?

Is it possible to create a situation like this? Any ideas?

Thanks :)
