you may try following approach:
go to you source folder (D:\Program Files\ANSYS Inc\v195\fluent\fluent19.5.0\addons)
copy pemfc folder
go to you working folder and paste pemfc
run Fluent -> user-defined -> manage -> load pemfc

tanx for your answer but display error
i used from another module ( fuel cell model ) number 3 and choose pemfc into models
do you know what the difference is between these two modules?

I'm not sure exactly
for more information look into ANSYS Fluent Advanced Add-On Modules manual
Part V: ANSYS Fluent Fuel Cell Modules

What worked for me, was to use the double percision, then enable Energy, enable Species and after that I included the addon.
