I’m planning to buy a GPU (AMD Radeon Pro WX 3100) for my computer. Will it speed up my Ansys Fluent’s calculations?

No. Fluent GPU acceleration was developed in cooperation with Nvidia, and implemented using CUDA. AMD GPUs can't do that.
