I have the mass of droplets injected, the duration for it is injected, and diameter range, mean diameter for rosin-rammler distribution.

How can I control the number of particles injected in the domain for a given time period?

From mass and density, I can calculate the total volume of droplets injected. If I divide it by volume of the droplet of the mean diameter, I'll get the number of droplets injected, right?

Now in unsteady simulations, fluent is injecting particles at every time step. And these numbers are way greater than what I'm getting from the above calculations.

What mistakes I'm making? Thanks in advance.

I don't know, but I do know it would help a lot to show your calculation. If it's wrong, somebody might set the mistake.

recommend you refer to documentation published by Ansys Fluent including the theory guide and user guide as they correlate the different models with the recommended operating range.
i have used DPM to simulate dilute flow at low ST you can refer
