'artificial' vortex generation

I'd like some opinions on the best way to generate a streamwise vortex in an otherwise uniform flow. Ideally, I would have a standard uniform velocity inlet, with the vorticity generated from a point inside the flow domain. I'm guessing that some entity (vertex or internal edge) would be required to be created in the mesh and some boundary condition set to produce the vorticity. Would this technically be a boundary condition or not, considering the vortex would not be release from a boundary as such? I would need control of the vortex strength and release location. I'm using Fluent 6.0 and Gambit 2.0. Thank you.
