Default liquid film to droplets

I am modelling the transition from a liquid film with a definite boundary layer (therefore an interface between the liquid phase and the gas phase) to separation and the formation of turbulent droplets.

I need to use a multi phase model since I will be modelling the gaseous phase also. Which multiphase model do I use?

Since the two faces are initially separated by a definite interface, the VOF model applies. However when these phases interpenetrate, the mixture model applies.
