Energy Spectra!

Hi,
Could you help me sorting out a few queries on Energy Spectra. 1. In enrgy Spectra, Why there is in some cases positive slope and flat line prior to peak at lower frequency range (Low Wave number). I mean what does it physically signifies. As i inderstand Peak corresponds to energy of large energitic scales and further they break-up till they get dissipated at kolmogorov range. I would like to understand prior to this peak. 2. Area under the energy spectra, is it equal to total energy of the system per unit volume or is it energy at that point only.
