why coarsening so difficult to implement

Default why coarsening so difficult to implement

I am working in 2D and I know that coarsening depends on hanging or conformal option. But why is that impossible to hanging do coarsening in 2D domain with rectangular cells?

I need it for y+, y* requirements.
