flow through sleuth gates

i have question that if sleuth gates are designed considering staic and dynemic pressure force and operational expectancy is 5 years . but water channel have broken hinges and need replacing only in 5 months.
It is due to vibrations, i need to know y the vibrations has been created although we considered , staic and dynamic pressure in it. |
