Could someone please send me the makefile.udf for FLuent6.2.16 (running on Windows Platform) at my email address.

And also please confirm, if you could find the User modifiable section in the make file (\path\Fluent.Inc\fluent6.2.16\src\.) as mentioned in the Fluent 6.2 UDF manual
