Default low turbulence intensity in wind/water tunnel

Hello, I'm currently doing a study by means of FLUENT about the flow behaviour in both 3D water tunnel and an axisymmetric wind tunnel.

The criterion chosen is the Turbulence Intensity, so I would be very please if somebody could tell me what range of values for T.I. are suitable, and where is the limit which splits low values and high values for T.I.

I would be very pleased indeed if someone could refer that requested information to a some article/paper.
