Default About Residual Convergence

What's the difference between the Absolute Criteria in Residual Monitor and the Residual in the Display Menu?

I just started studying on Fluent. And now I'm working on laminar flow. When I set the Absolute Criteria as 10e-5 for continutity, it could never been there, but after 3000 interactions, I used the display->contour->redisual->mass imbalance, it showed that the biggest residual was just in 10e-9 order. Why? How can I set the residual convergence properly?
