sliding mesh interface question

I am modeling a flat plate in a domain that moves from horizontal to some angle, and then back to horizontal (completing on event).

The flat plate is modeled inside a cylinder that is inside a larger volume. At some time, the cylinder rotates to the desired angle and then back.

There is a sliding mesh interface between the cylinder and the fluid domain. Before the cylinder is rotated, the overall flow goes through both domains as anticipated.

However, once the cylinder rotates, the interface boundary slows down the flow, but fluid still goes through. I was wondering if there was a way to eliminate this discontinuity so that flow passes through the interface boundary as though it were not there?

thanks for your input
