Roughness Constant

Hey can anybody help in choosing the Roughness constant and roughness height for marine application Rudder since i am already using 0.0015m roughness height for my simulation which is actually referred for a scaled ship but i am not sure about it so if anybody knew much about it please do respond, thanks in advance.
