Gradient Adaption problem

Hi,
I'm working on a very long 2D pipe with multi-phase VOF so I need to refine interfacing areas with gradient Adapt meshing .. but I don't Know why It's not Enable :/ How can I enable it? or there is better method for meshing? with considering that I working on transient time dependent
