Default fluid zone parameter in sliding mesh

dear all:

I'm working in 2-stroke engine.now I've met a problem.

I set the zone as fluid in the boundary condition.then I have to set its motion.could anybody tell me is there any difference between set the zone stationary with set it moving mesh and then all the velocity to 0.
