VOF Simulation
 I am simulating the falling film dynamics on horizontal cylinder. In that i have to model external flow on horizontal cylinders. There wiil be three modes have been expected for water viz. droplet sheet and jet. Then -----1.How to create droplets from water inlet in the domain , what boundary conditions should have to be used. 2.How film thickness around the cylinder should be measured

As I understand it, you should use the VOF model in FLUENT and there is no need to create droplets(aka DPM), if you are using VOF and the falling film is in the droplet mode then the VOF model will form the droplets for you.

The meshing will be critical for a proper capture of such droplets, it should be fine enough.

Regarding the film thickness, wont it vary over the surface?

For getting a general idea you can plot an isosurface with something like a volume fraction of water =0.5.
