Is the "Cell Reynold's number" same as actual Reynolds number (say in case of a pipe, based of pipe diameter). Which value should be used to determine if the flow is laminar or turbulent?

Not at all, the length scale is different; in addition, the velocity of each cell is considered as velocity scale.
Cell Reynold's number is used for some numeric algorithms. (peclet No. )

The cell Reynolds number is based on the local characteristics and in not the same as the flow Re!
