I am attempting to create a 2D model, attached is a file describing my problem i'm attempting to model. I'm using axisymmetric in the center to reduce my mesh size and decrease computing time.The problem I'm encountering is that I do not know how to setup a heat flux matching between the steel pipe domain and my water domain. Any insight into how this might be done would be extremely helpful.

I'm currently using ANSYS Fluent 12.1, im using an academic license.
