Does it make sense to buy Z8 G4(up to 3000 dollars) with relitively poor performance, 2x silver 4110, 64GB RAM,P5000, etc and one day if need it, buy some better CPU, more RAM etc?

So you have nice platform to base on one day or is better to stick with older but more performance hardware?

2x xeon gold 6134 (8cores, base 3.2Ghz, turbo 3.7Ghz,cache 24,75MB)
or
2x xeon gold 6142 (16cores ,base 2.6Ghz, turbo 3.7GHz, 22MB cache)

128 GB RAM

Which one better fits CFD?

I guess upgrading can make sense if you are sure that you can use the same CPU socket. Selling the old CPU could then help with the budget.

But first of all:
What software are you going to use?

What are you going to simulate?

Ansys.Simulate aerodynamics and hydrodinamics.

What about CPU at my second post?

If you are going to get ANSYS, you are probably core-limited by the license, and that should affect your choice of hardware.

I must check this..
Lets assume I can use 32 cores, I hope this is possible.

In the case of 32-cores available with the license, I would believe that the 2x 16 cores CPU choice is the fastest by far- assuming you have the memory capacity for it.

Maybe the Xeon Gold 6154 could be avaiable for you? You get an excess of 4 cores with the faster base clock speed and higher cache.

I terms of the upgrade, I see that the Cascade Lake processers (2nd Gen Scalable Xeon) fits the same socket, so this would be possible. This would give you access to faster RAM aswell, so this could be considered in the initial build.

Thanks for strict answer on my question.
Yes 6154 has even better specifications, must see how much does it cost.
