Union of 2 volumes

Hi, I tried to unite the two cylinders, but get a message which says SOME OF THE SELECTED VOLUMES DO NOT INTERSECT. ALL THE ENTITIES MUST INTERSECT TO CREATE A VALID UNION.

From my understanding, only the circular faces of the two cylinders can overlap. So what does this error message mean?
