Can the characteristic-based inflow/outflow condition be replace by a approximate Riemann Solver such as HLLC?

I'am using FVM. Since in FVM the interface flux is need only, I wonder whether a riemann solver R(U_inner, U_outer) can be used on the boundary instead of implement a tedious char-based inflow/outflow BC.

is this appropriate?
