TVD schemes
 
1) Is TVD schemes are at the max second order accurate?
2) Do all TVD schemes results in second order accurate?
3) Is that the type of Limiter will decide order of accuracy?

not all TVD scheme result in second order accurate. but all of it results bounded solutions.
the accuracy will depend on the profile used in tvd scheme.

nope, tvd scheme only have its 3 neighbor points included.
finite difference method can inlucde high order scheme more easily
