Definition of continuous phase Reynolds number

I am confused as to how people generally define Reynolds number for the continuous phase in a dispersed phase flow.
Re_c=\frac{\rho_c U_c L}{\mu_c}

\rho_c is the continuous phase density, U_c is the continuous phase velocity, L is the channel size where the flow is happening, and \mu_c is the dynamic viscosity of the continuous phase.

Do we need to multiply it to the volume fraction of the phase or not?

Thanks in advance,
Gaurav
