How to determine which model to use?

How many layers do you normally make for low y+, all y+ double layer and high y+? For low y+ is usually more than 3 layers and Wall y+ should be lower than 1, right? Then 2 layers for double all y+ with wall y+ 1-30 and usually 1 or 2 layers for high y+ with wall y+ 30-50. Am I right?
