2D Godunov Fluxes

I am writing a code for solving the 2D Riemann problem (the 4 quarter problem) using Godunov's Method. When determining fluxes in x direction (F) a local riemann problem is solved at each cell face which will give values of pressure, density and x velocity only. But the flux vector also contains y velocity term, which is not supplied by the solution to the local riemann problem. What is the procedure to determine y velocity at x cell faces?
