you can find LaTeX for Windows 95/98 in the ftp-server of DANTE.

ftp.dante.de

cd tex-archive cd systems cd win32 cd miktex cd 1.20

then download all files in this directory!

If you are using Windows 98 or NT, try the site of file:///C%7C/texmf/miktex/. Good luck.
