determining flutter index corresponding to flutter speed and flutter index variati

hello everyone
what is flutter index and how to determine theortically what is the correct flutter index at which a flutter will occur in a given mach no

also most importantly how do the flutter index is changed at a particular fixed mach no by varying the speed .as per my knowledge if velocity is changed then the mach no also changes .

is there any any way to change the velocity keeping the mach no constant as most cfd analyst do inorder to change the flutter index at a particular mach no

kindly let me know if anybody has anweres for this

It is possible to keep Mach number constant for varying airspeed, you need to change the altitude which will alter the fluid thermodynamic properties and therefore speed of sound.

ya thaanks a lot. is there any criteria or factors that can be used to identify the critical flutter speed index for determining flutter speed at that mach no .ie is it dynamic pressure or moment coefficient
