Anyone out there able to use a flex license via VPN? Is this possible through Microsoft VPN?

UNIX, yes, all the time. Windoze ... maybe, but I wouldn't be surprised if you can't.

Using Cisco VPN I have no problems serving a license on a remote Linux box from a windows system.

The license server does have a fixed IP address which may help.

I've done this with a variety of VPN's and O/S. Basically, it works. It can be a pain, for a variety of good and trivial reasons. I've even used it with a VPN connection to a VPN server that was on a dynamic IP. Some nasties include the fact that CheckPoint Secure Remore only works on 32-bit windows (no Linux, no 64-bit windows. Idiots.) Cisco VPN's work well. OpenVPN is OK for 32-bit & 64-bit Windows & Linux, but doesn't like multiple connections from the same IP, which can be a problem.
