Can anybody telling me the best cfd software for wind engineering research (such as FLUENT and CFX)

Clearly specify, for which application you need the CFD solver.Is it for simulationg the winds/ wind turbine rotors.

Depends very much on what you want to do with it, what kind of processing power you have at your disposal and the depth of your knowledge of CFD. EFD can handle rotating fans and external aerodynamics.

EDF can handle "steady state" rotating fans using "multiple frames of reference".

What about the dynamic load when the blade is passing the tower?

Actually, i'm totally new to CFD. Know nothing, but my research in civil engineering dealing with wind induced motion for tall building.....

Again, it's not exactly clear what you want out of this research. But based on the short description, I'd say this is a Fluid-Structure Interaction (FSI) problem and not just a simple "steady state" CFD (of course it depends on the flow regime and the building structure). Is this a MS or PhD project?

PhD..but my problem is my self and my supervisor also not really known in this field, that why i'm stress now. Yes wind(fluid) structure interaction. The reason i send here is because to buy the software.
