Default sliding mesh with Finite elements or finite volume

Hi,

I am about to start writing a CFD code and would like it to be able to handle sliding meshes and free surface flows. I am at the point where I have to decide about using finite volume or finite elements. Any suggestion or recommended reading would be most than welcome.
