Skewed Multi nozzle mesh

Hi guys, I am modelling a cooling system that consists of a main flow inlet into a rectangle type domain of which 27 cold flow tubes are inserted. The mesh is giving me problems as it is skewed to 0.98. I have managed to run it with relaxation factors switched on but I find that the near wall effects are not captured. Any idea on how to mesh the tubes? I have attached the geometry, thx :confused::confused::confused:
