I have the student version of Ansys and thus have a 512k element limit. Which is more important? Mesh sizing or inflation layers?

You need inflation layers for wall bounded flows to resolve viscous and viscous-induced effects. You can often get away with a coarser core mesh (where there are few details). So I would vote for inflation layers.
