WENO method for advection term

Hi,

I am currently trying to implement a high resolution scheme for the advection part of the incompressible Navier Stokes. After reviewing literature it seems like WENO is the best option. I was curious if you apply WENO to the primitive variables (u, v) and THEN construct the flux terms, i.e. \frac{\partial uu}{\partial x}, \frac{\partial uv}{\partial y}, \frac{\partial vu}{\partial x}, \frac{\partial vv}{\partial y} or do I apply WENO to the flux.
