-5/3 kolmogorov spectrum

Dear CFD experts,

I am trying to understand where the -5/3 scaling law of the turbulence spectrum come from. Every book that I have read refers to the Kolmogorov demonstration, the article "The Local Structure of Turbulence in Incompressible Viscous Fluid for Very Large Reynolds' Numbers ."

https://courses.physics.ucsd.edu/201...lmogorov41.pdf

But I have not understand where he the -5/3 is explained.

Please help me
