Problem creating my shock tube using Hancock scheme

https://www.researchgate.net/publica...own_shock_tube

I am trying to solve Sod shock tube using Hancock-MUSCL scheme with Algebraic average as the limiter. However I obtain oscillations before the solution diverge as shown in the picture. https://imgur.com/a/cvRdj5A

Shouldn't the algebraic average minimise the oscillations instead? The parameters I used for this is same as that from the paper - dt=1/1000 & dx=1/100. I did try smaller dx & dt but I get more oscillation with smaller amplitude but the solution nonetheless still diverge.
