for using creep equation in transient structural analysis in ansys 19.0 from where i can get fortran compiler 15.0.7. i have tried everywhere but i am not able to get it this particular version of fortran. is it possible to use another version of fortran compiler in ansys 19.0.

There is no such thing as "The Fortran Compiler".

There are many of them, Intel, PGI, GNU, etc.

According to the numbering, I guess you refer to the Intel Fortran Compiler 15.0.7

It is quite an old version.

There are free student versions from intel, but I don't think you will find this particular version.

thank you for your reply , yes it is intel fortran compiler 15.0.7 so can you tell me from where i can download it. as it is not available on intel website.

With Ansys 2020 R1 the requirements for the Intel Fortran compiler have changed, so if one can update this might be helpful. They now require MS VS 2017 and Intel Fortran Compiler 2019.3.
