Is there a way to access NASA LASTRAC code (stability and transition for compressible flow) outside of the US? It is a US release only.

If it's not available by law to non-US citizens, you can't have it.


Best option is to find an open source or paid alternative, or implement it yourself using the numerous papers authored by NASA contractors and scientists. Using python, FEniCS, implementing even complex codes becomes a little bit simpler.
