Coded mixed boundary condition

I wish to give a boundary condition of temperature on one of the face such that in a certain circular region the boundary condition is constant heat flux and every where else on that face the boundary is zerogradient. I am using Laplacian foam. Note that the circular region is moving with time in a straight path. How can I give such a boundary conditions???
