Arrow spray and free surface model in Fluent vs StarCD

Hi,
I am trying to simulate two case for distilled water: one uses the spray model; another uses the free surface model, e.g., VOF. I am not sure if Fluent or StarCD is better for these situation. Does anyone have related experience?
