Default Block correction scheme in SIMPLE

Does anyone know if the block correction scheme used in many SIMPLE type algorithms to accelerate convergence is related to matrix preconditioning used in FEM codes to give better spectral properties of the coefficient matrix? Any insight into this area would be greatly appreciated.
