In broken dam problem, how can I define the reference velocity ?

This is an estimate of the frontal velocity. This may or may not help. You can derive it from the mass and momentum equations for a loss free flow, assuming a hydrostatic pressure distribution.

u_f = (1/sqrt(2))* (gh)^(0.5)
