Default Johnson-King Turbulence model

I've been fighting this for a while now, but finally seem to have made some headway, but it has lead to a question. Should sigma(x) ever be less than unity? The 1987 Johnson paper discusses results greater than unity, but I only seem to have problems with the model when I set the lower limit at less than 1. Thanks in advance for the help.
