Default sustainable boundary layer

hi. i am working on predicting boundary layers for a project.

i was told that i may not have a 'sustainable boundary layer' as the turbulent intensity in my domain is too low.

1) what is a sustainable boundary layer? 2) why would lack of turbulence stop it being sustained? 3) could the cause of this be lack of turbulence at my pipe inlet???

thanks everyone.
