Isn't it the original AUSM paper? It was also published in journal of Computational Physics (JCP) vol 107, 1993,pp23-39 The followinh might also interest you 1. AUSM+ that superseded AUSM was published in JCP vol 129,1996,pp364-382

2. contact Meng Sing Liou (you can find his e-mail through google) at NASA. Last time he gave me an AIAA paper covering development of AUSM type schemes until 2001.
