Default Heat transfer in cylinder

I appreciate if some body tell me the answer of following question or give me an refernce to find the answer. In the cylinder of a reciprocationg two stroke internal combustion engine while the inner surface temperature fluctuates considerably, measurements revealed that there is no detectable fluctuation in temperature of the outer surface which is only 0.5 inches away from the inner surface. How the temperature responses inside and outside the cylinder can be so different.
