Smile Surface mesh codes for 3-D two phase flows

I start to write a 3-D code for two-phase flow. But I can’t figure out how to mesh the interface by a triangular grid and how to remesh it when the interface deforms.

If anyone can show me some codes related to this or some suggestions to help me start with it, I will really appreciate that. Fortran code is preferred. Many thanks.
