Yes, you can change the value of constants in Fluent.

I would like to know if I change the constants for example in spallart model Cb1=0.1355 or Cb2=0.662 for some different Cb1=12 the results will be correct

Probably depends on the problem you are trying to solve. This assuming that you meant Cb1 = 0.12, Cb = 12 probably will not work...
